Moreover, both Teksavvy and Acanac support methods to circumvent
Bell's throttling.

Teksavvy allows Multilink PPP (MLPPP), which is usually used to bond
two lines together. You can, however, use MLPPP on a single line,
which still evades the packet-inspection and throttling. The downside
is that most routers don't support MLPPP, so you'll probably need to
buy a WRT54GL and flash it with open-source firmware (or add a few
NICs to a Linux box, and set it up as a router). Also, it is
conceivable that Bell will eventually find a way to throttle MLPPP.

Acanac provides each customer who asks with a minimal VPS, which they
insist on calling an "Online PC". Data from the VPS to the net is not
throttled, so you can use SSH proxying to get around the throttling.
Its hard to imagine Bell finding a way to throttle this--the VPS is
outside their control, and SSH is encrypted. I guess they could
throttle all connections to Acanac, or all SSH tunnels, but that would
be so blatant they might as well also redirect google.com to
sympatico.ca. Link:

Apologies that the links are Windows-centric, they're still the best
explanations out there. I assume most people here can figure out the
Linux equivalents :-)
