[aegir] Skinr/Block Caching Issue

I tried to post on the G.D.O and Mollom says it's spam, so here it is.

I have an issue with a dev site I have moved from an install that is not on an aegir install. I am working on a new site design, with lots of new blocks, a new theme, etc. These blocks use Skinr and the Fusion base theme, which I have used a lot before. 

The issue is that when a block has it's Skinr settings changed, even after a devel cache flush, only the anonymous users see the updated style. The logged in users see no changes. I am not sure what is causing this caching, and it is NOT the browser, as I can login from any browser or device and see the same outdated styles.

I have searched and looked in the issue queue, with no results. This is a hinderance for using Aegir as a development platform to me. I am using A13, HEAD. Now on Barracuda / Octopus, but tested on regular Aegir as well.
