Like Randy said they are throttling based on the packets content if
they contain
1) Bittorrent traffic
2) Encrypted traffic ( so that encrypted bittorrent won't escape throttling)
It's obviously the #2 that is the main issue, since it affects ALL
encrypted traffic.
Now, Comcast which is also throttling bittorent traffic in the US said
they will try to find an agreement with Bittorrent.Inc and stop
throttling after pressure from the FCC

A member of parliement from NDP is also asking the minister of
Industry Jim Prentice to intervene in this situation.

If more pressure is put on the governement, they might make do
something. Guess I'll write a letter to my deputee.
