I'm downloading this torrent: http://thepiratebay.org/tor/4059158/ and I'm 
getting decent speed (>150KB/s) so I don't think I'm affected. I think it 
would be a good test torrent to see if any of you are being throttled (the 
music is CC licensed and it has 20:1 seed/leach ratio).
