Henry, I agree with you but...
Over the course of years, corps, government included, have purchased software tailored for XP and often, for MS-Office and it's incarnations.
If Wine can really be a great emulator of the application side of XP, as it is tending to become, then Linux has a chance. Otherwise, newer applications, geared to XP/Vista and Office will prevent the latter's replacements.

Seems to me that bodies that spend public funds, whether governments,
school boards, or other, have a fiduciary responsibility to purchase
open source software, where available. Proprietary software is by
definition sole source, and if the company that has the source code
goes out of business, the software can no longer be repaired, for
example if it breaks after an OS or hardware update. Unrepairable
software has to be replaced, meaning that the entire initial
investment will have to be spent again.
