Nick,

Ideally to have a strong enough signal outside and upstairs its better to
have the AP upstairs. If you really need to install it in the basement then
you should be able to increase the signal with a high gain antenna (linksys
sells those). The one Linksys sells attaches to your router but is pricey.
Others have a cable so you can locate antenna further away from router or
closer to where you need it.
