[MLUG] ATA card + Software

Hey folks, I'm a complete newb when it comes to phone systems, voip etc.
Here's what I need:
I have a pc (windoz), I need to be able to connect that pc via some sort 
of pci card into an analog phone system @ work. Then I need some sort of 
software to dial-out.

Do these type of cards exist ? who makes them ? Do you know of any 
software, sdk ?

Anyone have any ideas, suggestions or winning lottery numbers etc. would 
be greatly appreciated.
