   There's quite a bit of info and talk about this on DSL reports:

   At the moment, they appear to be shaping anything file sharing related
ie p2p traffic, NNTP, SFTP, but also apparently anything encrypted
including VPNs. It appears VOIP traffic may also be impacted. The
shaping begins at 4-5pm and ends at 2am, peak hours...I think it was
said that the connections are dropped to 30K/sec. It may only be at
some COs, but will be deployed to all COs in Ontario and Quebec by
April 7th.
