[develop] The Future of Drush in Aegir (or Aegir in Drush)

In https://github.com/drush-ops/drush/issues/572#issuecomment-127421678, we
see a clear decision to deprecate stand-alone commands in Drush. This will
eventually require us to re-write Provision to always run in a Drupal site
context and/or as Symfony Console commands, assuming we want to preserve
the code base.
As it so happens, this shouldn't effect us too significantly. Drush 8 (at
least) will still allow our current mechanisms to operate. It should be
supported for about 3 years, about as long as we'd planned for Aegir3.
The next generation of Aegir's backends will not be built as Drush
extensions, but rather simply call Drush (and Drupal Console) when needed
on Drupal sites.
